论引导型政府职能模式

A Study on Guide-oriented Government Function Model

20世纪后期,"全球风险社会"的来临不仅挑战了既有的社会治理模式,也提出了政府转型和政府职能模式创新的要求。在这种情形下,中国政府率先迈出了服务型政府建设的步伐,创造性地选择了引导型政府职能模式。作为一个新的概念,引导型政府职能模式的提出源于对如何推进服务型政府建设的思考;作为一种新的尝试,引导型政府职能模式的实践以是否获得服务型政府理论支持而呈现为不同样态。历史事实证明,引导型政府职能模式主体归属于服务型政府,服务型政府建设将依赖于引导型政府职能模式的理论自觉。

Since the later 20th century, the Global Risk Society has come, which not only challenges the existing social governance mode, but also puts forward government transformation and the innovation of government function model. In this case, the Chinese government has firstly established a service-oriented government（SG）and creatively chosen guide-oriented government function model（GGFM）. As a new concept, GGFM originates from the consideration how to build SG; as a kind of new attempt, the GGFM practice displays different types in light of whether it get a support from service-oriented government theory. It is proved that GGFM embodies and belongs to SG and the construction of SG depends on GGFM＇ s theory consciousness.
