福建省环保投资效率评价——基于DEA的Malmquist指数方法

Fujian Environmental Protection Investment Efficiency Evaluation——Based on the DEA-Malmquist Index Approach

应用数据包络分析的Malmquist指数法,对福建省2004-2010年环保投资效率进行测算。结果表明:福建省环保投资总体效率呈现出增长的态势,环保投资效率增长的主要动力源于技术进步,而技术效率很大程度上抑制了环保投资效率的增长;福建省9个设区市环保投资效率变化差异显著,宁德、漳州、南平投资效率增长迅猛,厦门、福州、泉州、三明投资效率增长缓慢,而龙岩、莆田的投资效率则出现了小幅下滑。针对以上研究,提出改善福建省环保投资效率的若干政策建议。

This paper uses the DEA - Malmquist Index to measure Fujian environmental protection investment efficiency from 2004 to 2010. Research results show： the overall investment efficiency was improved. The growth of environmental protection investment efficiency mainly relied on technical progress, while technical efficiency significantly inhibited the growth of environmen- tal protection investment efficiency. The results also reveal the obvious difference in environmental protection investment efficien- cy among the nine cities or districts of Fujian Province, with that of Ningde, Zhangzhou and Nanping growing quickly, while that of Xiamen, Fuzhou, Quanzhou, Sanming growing slowly, and that of Longyan, Putian declining slightly. In view of the above findings, the paper puts forward some suggestions to enhance the investment efficiency of Fujian environmental protection.
