This study is to rethink whether there is any more diverse selection in the model or participants in the urban renewal process? It focuses on analyzing the citizen's role in urban renewal practice in the case study of the informal evolvement fragment of Hanzheng Street in Wuhan since 1988, in order to interpret the real logic of urban street renewal in China. The study shows that the contradiction between the local government's strong decision-making powers and their weak administration performance implies a gap between the real needs of people and the pursuits of planning blueprints and indicates a symbiotic relationship between local government, real estate developers, and citizens in the urban renewal process of China.
