行政文化与行政体制改革是相互影响相互促进的,行政文化对公共行政起着定向作用、动力作用、规范作用、评价作用,行政文化是公共行政的灵魂。同时,公共行政也可以完善、改变甚至颠覆原有的行政文化。行政文化与公共行政的这种双向互动关系,决定了行政文化和行政体制改革之间的关系为:行政体制改革发端于行政文化的变革,行政文化的变革推动行政体制的改革,行政体制的改革引发行政文化的变革,行政文化改革的深化依赖于行政文化的创新。必须创新行政观念文化、行政制度文化和行政行为文化。

The innovation of administrative culture interacts with the reform of administrative system.Administrative culture has on public administration directional effect,dynamic action,normative role and evaluation function.Administrative culture is the soul of public administration.Simultaneously public administration can promote,change and even subvert intrinsic administrative culture.The two-way interaction determines the relationship between administrative culture and the reform of administrative system.The reform of administrative system originates from the reform of administrative culture which conversely promotes the reform of administrative system.Moreover,the reform of administrative system will trigger the innovation of administrative culture whose deepening relies on its innovation.That is the reason why culture of administrative idea,administrative system and administrative act should be innovated.
