政府R&D投入对企业R&D投入的效应分析——以山西省为例

Analysis on the Effect of Government R&D Investment to Business R&D Investment——An Empirical Analysis Based on Shanxi province

采用山西省2001～2010年的时间序列数据,通过分布滞后模型、多元线性回归模型实证分析了山西省政府R&D投入对企业R&D投入的时滞问题、诱导效应和挤出效应。分析结果表明:政府R&D投入对企业R&D投入具有诱导时滞作用;政府R&D投入对企业R&D投入同时具有诱导效应和挤出效应,且挤出效应大于诱导效应;政府对企业R&D活动的直接投入对企业R&D投入具有诱导效应,政府对科研机构和高等院校的直接R&D资助对企业R&D投入具有挤出效应。针对以上结论,提出了改善山西省政府R&D投入的相关建议。

Based on the time - series data of Shanxi province from 2001 to 2010 and using distributed lag model,multiple linear regression model, the paper analysis empirically that government R＆D investment has delay effect, induced effect and the crowding -out effect to the business R＆D investment. The resuhs show that：government R＆D investment has an inductive and delay effect to the business R＆D investment ; Government R＆D investment of business R ＆ D inwestment have induced effect and the crowding- out effect, and extrusion effect is greater than the inductive effect; government funded corporate may induce business R＆D expenditure; the government funded research institutions and universities may crowd out business R＆D expenditure. According to the above conclusion, the paper puts forward some related suggestions to improve the government of Shanxi province R＆D investment.
