摘要
电子邮件是当代机构业务交流的工具和记录。目前我国档案部门普遍未将电子邮件当成正式的文件加以归档管理,而很多国家在此方面的意识和行动都要早于我国。本文采用抽样调查法和文本分析法对澳大利亚新南威尔士州、美国纽约州、马来西亚、英国、加拿大、联合国的典型电子邮件管理政策开展比较研究,分析电子邮件管理的必要性,公务邮箱的一般性管理要求,电子邮件的形成要求,电子邮件文件(档案)的识别、捕获(归档)、分类、处置等方面的管理要求,电子邮件管理的职责分工以及落实机制,以为我国行业标准《公务电子邮件归档与管理规则》(DA/T32-2005)的完善与执行、推动电子邮件的精细化管理提供借鉴和启示。
Email is acting as both an important communication tool and a new type of records documenting the business transaction of today's organizations. Nevertheless few organizations pay enough attention to e- mail management,not to mention that email could be retained as records in China while foreign profession- als began to treat email as electronic records days before. The authors conduct a comparative analysis on six typical email policies from New South Wales,New York,Malaysia,United Kingdom,Canada and United Nations. Five aspects of topics are discussed including the necessity of email management,the common re- quirements of the working mailbox,the requirements of email creation,the unique requirements of email records management involving identification, capture, filing, classification and disposal, and the responsibility assignment and implementation. It is believed that the findings generated by this study will be instructive and beneficial to the improvement of domestic standard on official email records management (DA/T32- 2005)and the further development of email management including recordkeeping in China.
