国际成人教育共识与我国成人教育的改革和发展

The Common View of International Adult Education and theReform and Development of Adult Education in China

联合国教科文组织始终关注成人教育的发展,其所倡导的成人教育的理念、政策以及行动框架等已成为国际成人教育的共识,为世界各国成人教育发展提供了参照。我国成人教育的改革和发展应以终身教育(学习)思想为原则转变成人教育观念,在形成学习型社会中强化成人教育的地位和作用,在社会主义市场经济形成中推进成人教育改革和创新,在改革发展中建立健全各类成人教育制度,在成人教育实践中加快终身教育(学习)立法工作,在建设终身教育体系中大力发展现代远程教育,在成人教育发展中加强成人教育研究和学科建设,努力促进人人皆学、处处可学、时时能学的学习型社会的形成。

United Nations Educational Scientific and Cultural Organization （UNESCO）has always been concerning the development of adult education. The idea, policy and framework of adult education that UNESCO has advocated have been the common view of international adult education, and that has offered some reference for the development of adult education all over the world. In our country, the reform and development of adult education should take the lifelong education （learning） thoughts as its principle, enhance the position and role of adult education while forming the learning-oriented society, promote the reform and innovation of adult education while forming the socialist market economy, establish and perfect various adult educational systems in the reform and development, speed up the legislative work of lifelong education （learning） in the practice of adult education, strive to develop modern distance education in the course of establishing lifelong education system, reinforce the research and subjective construction of adult education in the development of adult education, so as to promote the formation of the learning-oriented society of learning by everyone, learning everywhere, learning anytime.
