新型农村合作医疗多机构间无甄别支付的现状研究

Research on Payment without Discernment in Institutions of NCMS

基于文献研究与费用测算分析,探讨新型农村合作医疗资金在多机构间支付的使用效能。提出新型农村合作医疗多机构间"无甄别重复支付"的概念,界定当前新型农村合作医疗多机构间重复无效支付的具体形式,初步指明当前新型农村合作医疗多机构间重复支付的现状及不良影响。消除新型农村合作医疗多机构间的重复支付,可有利于推动新型农村合作医疗支付方式的改革、有利于提高新型农村合作医疗保障资金的使用效能、有利于促进农村地区医疗服务体系的完善。

Based on the literature research and cost estimating, the paper discussed the efficiency of utilization of payment in institution of NCMS, put forward the concept ＂payment without discernment＂ in NCMS institutions, and defined the particular forms of payment without discernment currently. The status and the bad influence of payment without discernment were demonstrated. Eliminating repeated pay of NCMS can be beneficial to promote payment reform of NCMS, to promote the efficiency of utilization of funds, and to promote consummation of rnral medical service system.
