按病种付费支付方式改革近年来成为医改期望控制医疗费用过快增长的一个关键点,然而几年的实践效果并不明显。研究从发现问题、分析问题切入,剖析理论与实践两个层面上的关键问题及其关系,提炼出瓶颈所在,并采用逆向推导的思路拟打破当前我国按病种收费标准制定的固有模式,为实现支付方式改革的突破提供新的理论依据。

Payment by type of disease has become a key point of dealing with the rapid increase of medical expenses recently. Based on the exploration of issues on payment area, the study refined the difficulties of recent reform, by means of analysis of the clarification of problems relationship. As a result, to break out the deadlock of the practice today, the study was designed to offer some theoritical support and breakthrough.
