The administrative reform of the State Council in 2013 is an incremental and integrated reform based on the previous administrative reform since 1982. This incremental and integrated reform includes four strategies of reform, such as agency integration, functional integration, system integration and technical integration. The main purpose of this pa- per explores and understands the inherent laws and logics of the administrative reform of the State Council in 2013 from the perspective of a more systematic, overall, and collaborative analyzing.
