政府责任理念的扩散及再生产--基于行政问责话语演变的分析

The Diffusion and Reproduction of the Idea of Government Accowntability——Based on the Evolution of the Discourse of Administration Accountability

随着我国行政问责(制)的发展,问责、责任等重要概念逐步进入到公共话语系统,成为党和政府的官方话语以及社会舆论中的重要音符,也推动了政府责任理念的扩散及再生产。从社会建构的角度来看,政府责任理念的扩散及再生产是一个治理理念转变的过程,也是各种社会行动者参与和互动的结果。虽然当前社会已经广泛树立起政府责任的理念,但在实践操作和知识生产上,政府责任理念还面临着多方面的困惑,比如问责理念较为模糊和混乱、责任政府概念的混淆和局限、责任理念演变存在路径依赖等。

Along with the development of Chinese administrative accountability system, some important theoretical concepts, such as accountability or responsibility, have also been introduced into the public discourse system step by step, which means they are used more and more frequently by the CPC and government, thus promoting the diffusion and repro- duction of the idea of government accountability. From the opinion of social constructionism, the diffusion and repro- duction of the idea of government accountability is not only the process of the transformation of governance idea, but also the result of participation and interactions of the varied social actors. Although the fundamental idea of govern- ment accountability has formed in our society, there are still many puzzles in both areas of practice operation and knowledge production, including the indistinction of the idea of accountability and accountable government, and the path dependence of the evolution of the idea of accountability.
