民族地区服务型政府构建中公民政治参与的问题与对策——以武陵山片区为例

The Problems and Countermeasures to Citizen's Political Participation in Building A Serviceoriented Government in Minority Ethnic Areas——Taking Wuling Mountain Area as An Example

公民政治参与是服务型政府建设的必由之路,二者在基本理念和价值取向上的逻辑关联具有高度的契合性。民族地区特殊的民族结构、宗教因素以及经济社会发展状况影响着公民的政治参与,使其在服务型政府构建中公民政治参与面临诸多难题。因此,要从发展经济、教育,拓宽公民参与渠道,挖掘民族传统文化中的政治资源,限制宗族组织的干预等方面强化公民政治参与,推进民族地区服务型政府建设。

Citizens＇ political participation is the only way to the construction of a service--oriented government, and both logics of basic concept and value orientation are associated with a high degree of fit. Affected by special national structure, reli- gious factors as well as economic and social development in ethnic areas, citizens＂ political participation and service--o- riented government building are facing many problems. We should strengthen the political participation of citizens from economic development and education, broaden the channels for citizen participation, tap the resources of traditional political culture, limit the intervention of clan organization, and promote the service-- oriented government building in Minority Ethnic Areas.
