The Problem and Countermeasure to Public Order Management of Network Society

网络作为历史上对人类生活方式和生存状态影响最大的技术领域迅速走进公众生活。网络稳则社会稳的现实,把维护网络社会公共秩序的任务摆在了各级政府面前,成为社会管理创新的重点领域。本文运用多中心治理理论,分析网络社会公共秩序管理在主体和客体方面存在的规范缺失和行为无序等问题,从政府、企业和网民三个维度提出解决对策,对促进网络公共秩序的协调运行与良性发展具有重要意义。

China has marched into a network society. As the most important technical impact on human life and survival condition in history, network enters into the life of Chinese people rapidly. However, it is a double--edged sword： good management can make its function promote the prosperity and progress of society; if management is bad, its negative function may endanger national security and social harmony. Nowadays, the reality of stable network leading to social stability needs local governments to maintain the network social public order, which really becomes the focus area of social management innovation. According to the polycentric governance theory, the paper analyzes the standard flaw and behavior disorder of network social public order management from subjective and objective views and provides with some solutions from the perspectives of government, enterprise and netizen, which has great significance in the coordinative operation and benign development of network public order.
