西藏农牧区强基惠民活动与村级组织建设研究——以扎囊县德吉新村为例

A Research of the Grassroots-Enhancing and People-Benefiting Projects and the Construction of Village-Level Organizations in the Farming and Pastoral Areas of Tibet-Take the case of New Dekyi Village in Zha'nang County

2011年10月中旬,西藏自治区各级政府选派了21804名干部,组成了5451个工作队,进驻西藏全区所有行政村和居委会。为了深入考察西藏农牧区强基惠民活动与村级组织建设成效,文章以扎囊县德吉新村为研究对象,就驻德吉新村工作队开展强基惠民活动的具体实践、取得的初步成效以及存在的问题进行了深入研究。认为德吉新村强基惠民活动与村级组织建设已取得了阶段性成效,但同时还存在影响强基惠民活动持续推进的一些问题。据此提出了几点改进措施与对策建议。

In the Mid-October 2011,the governments at all levels of the Tibet Autonomous Region have selected 21,804 cadres forming 5451 working groups,and sent them to all the administrative villages and neighborhood committees in Tibet.The article,taking New Dekyi Village in Zha＇nang County as the object of the research,aims to make an overall analysis of the concrete practice and the major achievements in grassroots-enhancing and people-benefiting projects and the construction of village-level organizations in the farming and pastoral areas of Tibet.Though some initial successes have been achieved in the practice of the projects in New Dekyi Village,there are still some problems hindering the projects to go further.Thus,the article suggests some measures and countermeasures.
