草地承包政策及在藏区实施情况的调查研究——以甘肃玛曲县、西藏当雄县为例

The Research of Grassland Contract Policy and its Implementation in Tibetan Areas-Taking Maqu County in Gansu Province and Damshong County in Tibet as examples

草地承包政策是近年来国家在藏区实施的一项范围广、影响大的政策。在具体实施过程中,不同藏区的实施力度和实施效果等方面有着很大不同。文章通过分析甘肃玛曲县和西藏当雄县两个调查点的政策执行情况,在理论层面上进行反思,为草地承包政策更好地执行提出了建议。

Grassland contract policy is a wide range policy which has a large effect in recent years.During the implementation,there are differences in efforts and effects in different Tibetan Areas.The theoretical bases of grassland contract policy are the Tragedy of the Commons and Pareto Improvement.According to the investigation done on the policy implementation in Maqu County in Gansu Province and Damshong County in Tibet,the implementation of the policy is reviewed from theoretical perspective and some suggestions are made for better implementation.
