依托社会复合主体推进基本公共服务均等化研究——以杭州为例

On Promoting Equal Access to Basic Public Service Relying on Social Composite Body: Taking Hangzhou as an Example

基本公共服务均等化是全体社会成员共享改革发展成果的必然选择和重要手段。随着我国改革的不断深化,改革逐渐从经济领域向社会、政治领域延伸,必须构建功能复合的社会共同体来推进基本公共服务均等化。文章从经济学视角探讨多元主体协作供给基本公共服务的理论基础,梳理和总结杭州市依托社会复合主体推进基本公共服务均等化的运作机制和典型案例,并为进一步完善社会复合主体提出建议。

Equal access to basic public service is the inevitably choice and important mean of every member sharing the fruits of reform and development. With the deepening of the reform and the gradual transformation from economic reform to social and political fields, it is necessary to construct the social community to promote the equal access to basic public services. From an economic perspective, this paper explores the theoretical basis of providing basic public services with muhi-agent cooperation. It collates and summarizes the operation mechanism of Hangzbou in relying on the social composite body for promoting the equal access to basic public services, and makes recommendations for further improvement.
