政府服务民营中小企业创新的方式及政策设计

Approach and Policy Design of Government Services to Civilian-run SME's Innovation

民营中小企业是技术创新的重要源泉,许多影响人类的重大发明和创新都是由民营中小企业发明的。由于民营中小企业缺乏创新的各种资源,在民营中小企业的创新过程中,政府的扶持是必不可少的,但长期以来政府应该以什么方式扶持民营中小企业创新,一直是社会关注的焦点。文章在研究各国政府在民营中小企业创新过程中采取相应服务方式的基础上,结合公共治理理论对民营中小企业创新过程中政府服务作用的相关理论分析,提出地方政府服务民营中小企业创新的相关对策。

Civilian-run SMEs are an important source of technological innovation, and many inventions and innovation affecting mankind were invented by them. However, due to their lack resources for innovation, government support is essential in SMEs＇ innovation process though for a long time in what way governments should support their innovation has always been the focus of discussion. In this paper, based on the study of various governments taking correspondent services in civilian-run SMEs＇ innova- tion process, and combined with the analysis of the effect of public governance theory on the role of government services in the innovation process, it proposes countermeasures for local government services to civilian-run SMEs＇ Innovation.
