Shanghai was known as a cosmopolitan city in the 30's of last century, which had accommodated more than 150,000 foreigners with up to 58 nationalities. It was known as "extraterritorial cosmopolitanism". In the recent 20 years, Shanghai has re-emerged in the world as a result of "Opening up" policy of China. Currently Shanghai is aiming at building a new-era cosmopolitan city, with the narrative of building a "Guoji Dudushi", which literally means "Socialist Internationalized metropolitan city". This paper analyzes the narrative of "guoji dadushi" and its related cultural practices in Shanghai, and points out Shanghai' s pursue in building a cosmopolitan city, while the "cosmopolitanism" of Shanghai is sought after but different from before. The construction of "Haipai" culture and the city spirit of "Hal Na Bai Chuan" are exactly the production of cosmopolitan culture of Shanghai.
