财经权力视角下的大学内部权力运行制约机制——以上海交通大学为例

Research on the Operation and Restriction of Financial Powers in Universities——Based on cases of Shanghai Jiao Tong University

高等教育的迅猛发展及教育投入的不断增加,对大学权力运行制约与监控提出了挑战。从财经权力的视角分析上海交通大学财经权力运行,可以发现中国特色现代大学治理制度的完善还需要制度固化财经权力层级性、层级制约和横向制约并重、加强信息公开和民主监督、完善评价反馈和问责机制。

The development and investment of higher education are continuously expanding which demands more on the operation and restriction of powers in universities.By analyzing the operation and management of financial powers in SJTU,authors think that there are three main ways which can develop modern university management system with Chinese characteristics：restrict the financial powers by perfecting the system;levels of both Hierarchical and lateral restriction;strengthen the information disclosure and democratic supervision; improve the evaluation of feedback and accountability mechanisms.The present study provides reference for completing the modern university management system in Chinese characteristics.
