Firstly, thirteen typical business scenes of flow management were analyzed and constructive solutions of flow management were proposed, including traffic management measures and overall system architecture. Secondly, with GGSN as intelligent pipeline center for network and integrated gateway for business, intelligent management and long-term construction ideas were proposed. Thirdly, short-term construction solution and double strategy control interface related to GGSN intelligent shunt and integrated gateway deep service processing were put forward.
