摘要
系统地考察了1979—1991年茂名市利用外资政策起步和初步发展两个阶段的特点,简要分析了其绩效所在,指出了造成这一时期制约茂名市利用外资工作进展主要基于三个主观问题和两大客观因素,而招商引资观念上的革新则是其中一个具有决定性的影响因素。
Investigating into the preliminary and evolution stage of Maoming foreign capital policy utilization in 1979- 1991, this paper briefly analyzes its performance and points out three subjective aspects and two objective factors that hinder its advance, among which the conceptional innovation is decisive.
