明示与承诺制度解决的是国有企业的监管效能、规范自律、商务诚信三大课题,其制定应始终坚持合法性、可行性、严肃性三大原则,其执行应狠抓三个关键:规范操作程序、注重沟通协调、实施动态管理。该制度给监督执纪制作了"一把尺子",让员工心里有了"一条底线",为制度建设构建了"一张网络",从而提升了国有企业监管效能。
The system of expression and promise deals with the three issues in state-owned enterprises, namely supervision effect, self-discipline in standard, and commercial credit. The formation of the system should follow the principle of being lawful, practical and serious, and its implementation should follow strict procedural standard, focus on communication and coordination, and carry out dynamic management. This system poses as ＂a ruler＂ in supervision and discipline implementation, ＂a bottom line＂ in workers＇ heart, and ＂a network＂ in system construction.
