高校图书馆和农村图书馆联盟经常处于合作与不合作的矛盾关系中,"智猪博弈"模型能很好地解释这种状态,采用合理的激励与约束机制能促进联盟的健康发展。结合黑龙江省高校图书馆与乡镇及农村图书馆分布情况,提出黑龙江省高校图书馆和农村图书馆联盟构建设想。

The paper points out that the contradictory relationship of cooperation and non-cooperation often appears in university library and rural library alliance, but ＂Boxed Pigs Game＂ model can explain the condition well, and adopting reasonable encouraging and restriction mechanism can promote the alliance＇s healthy development. The paper also bases on the distribution of university library, township library and rural library, makes a proposal about constructing university library and rural library alliance in Heilongjiang Province.
