The development of higher education and the choice of culture have immanent connection. In the process of the development of higher education, cultural choice has distinct characteristics in different historical period. In the medieval period of Europe, the reli- gious culture of higher education as cultural selection is the major content of medieval European higher education. The pervading reli- gious culture in European Universities promoted the development of higher edueation. Choice of religious culture in medieval Europe is a rational choice of Hi^her Education Develooment.
