In a complex and changing competitive environment, the state -owned should establish a "learning + innovative management system, to help improve the quality culture and enhance their core competitiveness. Guide sustainable development strategy task -oriented tactical enterprises of the staff and motivate learning, innovation, enterprise requirements of the corporate vision.
