从经济角度看 ,政府机构及其人员的膨胀造成财政负担过重 ,不够合理的行政区域划分 ,造成整个国民经济被不同地区或部门所分割 ,甚至导致地方保护主义。政府部门权力过大导致经济腐败加深 ,同时政府在干预经济活动中的效率不高 ,这些因素决定了机构改革势在必行。

From the angle of economy,it can be seen that the inflation of governments and their staff makes financial burden too heavy,the unreasonable divisian for administrative area cuts apart the whole national economy by different areas or organizations,even leads to the emergence of local protectionism.The power of governments is too big and give opportanity for worse corruption,and governments interfere economy with low efficiency.All above factors determine that the reform of organization is imperative.
