县级财政支出与县域经济增长关系实证研究——对重庆市38个区县面板数据分析

Empirical Study of the County-Level Fiscal Spending and County Economic Growth——Panel data analysis of 38 counties in Chongqing

县域经济是国家经济的基础,发展县域经济有助于统筹城乡一体化和缩小区域差距,而县域财政支出是调节县域经济的重要手段。基于重庆市2001—2010年38个区县的经济发展数据,结合内生增长模型和面板数据分析方法,对重庆市县级财政支出与经济增长的关系进行实证研究。研究表明:从总体上看,县级财政支出与经济增长存在长期关系,财政支出对经济增长有正向的促进作用;从各区县角度来看,各个区县的财政产出弹性存在差别,大部分区县的弹性较低,县级财政支出对促进经济增长的作用有限。

The county economy is the basis of national livelihood and economics.Development of county economy will help the integration of urban and rural areas,and reduce regional disparities,while the county fiscal spending is an important means of regulating the county economy.Based on the data of 38 counties in Chongqing from 2001 to 2010,this paper applies to Endogenous growth model and panel data analysis method to make an empirical analysis on the relation between county-level fiscal spending and local economic growth of Chongqing.The analysis results are as follows： from the whole,a long-term relationship exists between the fiscal expenditure and economic growth;the fiscal expenditure plays a positive role to economic growth;and from the view of counties,each of financial output elasticity is different.Different financial output elasticity can provide theoretical basis for Chongqing county-level governments regulating economic operation by using fiscal expenditure.
