网络舆情的安全监测指标体系与监测方法研究

Study on the Safety Monitoring Index System and Monitoring Method of Network Public Opinion

随着网络的迅速发展,网络视频引发的重大舆情事件激增,对网络舆情安全监管和预警提出了严峻的挑战。为此,文章设计了网络舆情的安全监测指标体系,提出了网络舆情的安全监测方法。通过优酷网用户的视频统计对该方法进行了验证。该安全监测方法能够为政府和国家舆情安全监管等部门准确把握社情民意提供一定的参考,以防范负面网络舆情危害社会于未然。该安全监测方法也可以检验政府制定政策或媒体引导产生的效果。

With the rapid development of the internet, there is a significant surge in network public opinion caused by the network videos, thus the event poses a severe challenge to the safety monitoring and early warning. For this, this paper designs a network safety index system to monitor public opinions, and puts forward some methods of network opinion monitoring. These methods were validated by video statistics of Youku users. They enable the government and the national safety supervision departments to accurately grasp the trend of public opinion and to prevent the negative network public opinion from harming the soci- ety. They can also check up the effects of the government in decision--making or media guidance.
