我国是一个水资源短缺的国家,推进水资源价格改革,建立科学的水资源价格体系,是发展循环经济、促进水资源可持续利用的关键。随着我国社会主义市场经济体制的确立,水资源价格改革取得了很大进展。但改革还不彻底,仍然存在水资源价格水平低、结构不合理等问题。低廉的水资源价格不仅无法反映水资源的稀缺性,还导致了粗放型用水,加剧了水资源的供需矛盾,加快推进水资源价格改革已经成为当务之急。

China is a coutry with water shortage, so advancing water resources price reform and the establishing scientific water resources price system have become the key to the development of circular economy and the promotion of sustainable use of water resources. With the establishment of China＇s socialist market economic system, the water resources price reform has also made great progress. But without thorough reform problems such as low price levels and irrational structures still exist. Low water resources prices not only failed to reflect the scarcity of water resources but also caused extensive water status quo, exacerbated the contradiction between supply and demand of water resources, so accelerating water resources price reform has become a top priority.
