造纸行业一定要坚定信心．在进入中速增长缓行期后．要以提高发展质量和效益为中心，深化改革．加快转方式、调结构，大力依靠技术进步和科技创新．攻坚克难，促进造纸工业持续健康发展．为实现造纸强国目标而努力奋斗。

Now, China has been the largest paper and board production country, and China paper industry begins to step into the new development stage of high quality, high grade and high level. The new stage has two characteristics. First, China has been in the ranks of paper advanced countries; second, China paper industry has entered the stage of low consumption, low pollution and low discharge. At present, paper industry is confronting with severe challenges. Besides the effect of global financialcrisis,thedoubleunbalanceofproduction and consumption of paper industry is another important reason. Oversupply, saturation and inadequate demand are the outstanding issues confronted by paper industry. In the development transition from high-speed to medium-speed, transition and breakthrough need to be done on the issues, as follows: First, transition from speed-benefit to quality-benefit; second, transition from low to high end; third, transition of development model from introduction, merchants and copy to innovation; fourth, transition from tranditional production-oriented type to production services-oriented enterprises;fifth,transitionfromexternaleconomy to internal demand.
