摘要 本文通报了陕西电大在远程开放教育条件下关于①学习能力现状及对学习的影响;②创新型人才学习能力要素及学生差距状况;③远程开放教育学习能力培养的措施及成效;④关于学习能力培养有关问题的意见和建议的调查结果.提出:①提高认识是增进学习能力的前提;②以学生为中心是培养创新型人才的保障;③启发自我教育是提高学习能力的关键;④优化多媒体教学是增进学习能力的重要途径;⑤学习能力培养贯穿于教学与管理的全过程;⑥学习能力培养有赖于教学与管理改革的深化;⑦学习能力培训需要教育工作者高度自觉地投入.从而得出结论:学习能力提高靠实践,科学的实践靠培养,培养的实施靠联动.将学习能力培训放在培养创新型人才的范畴内去运作,才有共同的认识基础,远程开放教育试点中探索精神的发扬光大,将推动学习能力培养发生较大的改观. This article reports that under the condition of distance open education, Shaanxi RTVU has done 1. Learning capacity and its influence on the study; 2. The key element of the creative personnel and the gaps between students; 3. The measure and effect of distance open education learning capacity training; 4. The investigation result of the opinions and suggestions about the problems in learning capacity training. And the article puts forward 1. Increasing the realization is the premise of learning capacity training; 2.Taking the students as the center is the key to training creative personnel; 3. Inspiring self-study is the key to the increasing of the learning capacity; 4.Optimization of multi-medium teaching is the important way of increasing learning capacity; 5. Learning capacity training is going through the whole process of teaching and management; 6.Learning capacity training relies on the reform of teaching and management; 7. Learning capacity training needs the input of the educators. Thus comes the conclusion: the increasing of learning capacity relies on practice, and scientific practice relies on training, and the application of training relies on cofunction.
