日本推动TPP谈判的动因及制约因素

The Motivations and Constraints of Japan in Promoting Trans-Pacific Partnership Agreement (TPP) Negotiations

自2011年11月重启TPP谈判以来,日本国内外的相关争论就一直没间断过。尽管加入TPP可以给日本带来许多潜在的利益,比如更多的出口机会,推动国内农业改革,通过巩固日美同盟关系来遏制中国等等,但其面对的困难同样很大,不仅有来自国内农业团体的强烈阻挠,还有来自执政党内外的反对意见。另外政坛的更替也给日本加入TPP带来了新的不确定性,安倍内阁尽管希望借助TPP来推动国内改革,但出于其执政根基的考虑,在处理这一问题上会更为谨慎。

Since TPP negotiations restarted in November 2011, the domestic and foreign relevant debates on whether Japan joining TPP or not have been constantly. Although participating in TPP would offer much poten- tial benefit for Japan, such as bringing more export opportunities, promoting domestic agricultural reform and containing China through stabilizing Japan - U. S. alliance relationship, etc, Japan also faces a range of big difficulties which not only come from strong obstruction of domestic agricultural groups but also from disagree- ment of both inside and outside the government party. Otherwise, the politics replacement also brings new un- certainty for Japan joining TPP. Although Abe cabinet hopes to propel domestic reform through TPP, taking into consideration of its political foundation Abe cabinet would be more cautious to resolving the problem of TPP.
