Survey Quality of Official Statistics: A Reviews

随着对质量认识的深入,政府统计调查质量问题逐渐成为社会各界关注的焦点。在技术层面上,当前的研究主要分为两个方面:统计学视角下的调查准确性研究和管理学视角下的调查质量控制研究。研究历史表明,这种认识按照准确性→统计调查质量的路径展开。按照这一路径,文章回顾了统计调查质量研究进程,着重评述多维度系统下的统计调查质量管理研究理论和实践,并指出这些研究对中国统计调查质量理论和实践的影响。

With the in - depth understanding of quality, the official quality problems survey gradually become the focus of the society from all walks of life. On the technical view, current study could be divided into two main areas： one was accuracy, which came from statistical perspective, and the other is quality control survey, which came from management perspective. History shows that; the path of the study was organized from accuracy to quality survey. According to this path, this paper reviews quality survey research process, while mainly focus on the management theory and practice of multi - dimensional quality survey, and the influence to Chinese quality survey research was also pointed out.
