挖损农田土地退化经济损失评价——以商丘市梁园区李庄乡为例

Economic Loss Evaluation of Land Degradation Due to Digging Farmland to Damage——A Case Study of Lizhuang Village, Liangyuan Region, Shangqiu in Henan Province

以土地经济评价理论为基础,对商丘市梁园区李庄乡农民贬卖耕地土壤用于烧砖瓦,造成大范围农田受损的现象进行了经济评价。评价主要以李庄乡5年内挖土受损农田的数量,参照当地农产品的市场价格和农业生产资料投入情况,从土地经济学的角度建立了一套计算农田损失的方法体系。最后以数据形式直观显示了李庄乡挖损农田的损失状况,得出了农民卖土所得的微薄经济收益,远远不足以弥补由挖土毁田所导致作物减产而减少的经济效益的结论。进而,呼吁农民增强耕地保护意识,指导进行可持续生产,切实保护耕地。

Based on land economic evaluation theory, this article conducts economic evaluation of damaged farmland on a great scale in Lizhuang Township of Liangyuan District, Shangqiu in Henan Province as a result of selling the farmland at a low price to make tiles by the peasants. Based on the huge number of the damaged farmland in the recent five years, and with reference to the price of local agricultural products market and the agricultural production material investment situation, this evaluation sets up a whole set of quota system and method system for calculating the loss of cultivated land from the angle of land economics. Moreover, this article demonstrates the damages of Lizhuang Township by means of direct data, and draws a conclusion that the meager incomes of the farmers obtaining from selling soil are far enough to make up for the economic losses of crop failure because the farmland are damaged by digging soil. Finally, the article calls on the farmers to increase the protection consciousness, and gives guidances for sustainable production and protecting cultivated land.
