摘要
台北市政府环境保护局计划山猪窟垃圾掩埋场饱和后,将其转变为地区型的"环保救灾及教育公园",并达成台北市垃圾零掩埋目标。掩埋场区的再利用规划,参考了岛内学者专家意见及其他垃圾掩埋场实际案例,并考虑周边的环境资源及地方居民意见后,量身制定场区的发展方向。空间设计愿景为重塑山猪窟溪之山水环境轴,将山区与河域的绿与水延伸至都市空间,以人类向土地"借"及"还"的哲学为构想,还给大地一处自然的山水绿环境。公园内植栽的选种,以延续南港山系自然生成的台湾北部低海拔植群种类作为复育基础,栽植乔木、灌木、地被及水生植物等约4万株以上的植物,进行生态复育及环境绿化美化。因植物栽植于垃圾掩埋层上方的不稳定基质土壤,故此基地具备实验及调查研究的条件。为达成复育目标,植物群落成长期间建议进行植群及生态的监测,期望未来可形成树林,成为与周边生态环境产生延续性的自然绿地。
Tn achieve the target goal of zero land fill space in Taipei City, the Department of Environment Protection of the Taipei City Government plans to transform the Shanzhuku Landfill into a regional Environment Disaster and Education Park, after it has reached its maximum storage capacity. The development of the landfill reclamation project is specifically tailored from referencing case examples of similar projects abroad and consulting foreign and domestic scholars, as well as hearing suggestions from the local residents and evaluating local environment resources. The main vision for the landscape is to rebuild the environment of the Shanzhuku River, using it as an axis to extend the greenness of the mountains and the water from the river into the urban environment, emphasizing the philosophy of humans "borrowing" from the land, and "returning" a natural greenscape back to Mother Nature. The vegetation in the park is based on the naturally occurring low-altitude plants in the Nangang Mountains of northern Taiwan; over 40 000 trees, bushes, ground cover and aquatic plants will be planted in tbe park for biological restoration and environment greening. The plants will be grown in the trustable substrate soils of the top layer of the landfill, serving as an excellent site for experiments and research studies. To achieve the goals of conservation, it is suggested that the growth of vegetation and biomes be monitored continuously during the vegetation growth period. It is hoped that the restoration may result in the fon'nation ofa tbrest that can connect naturally with the surrounding environment.
