摘要
三峡工程极大地改变了三峡地区原有的地形地貌、水文状况和城镇空间格局,在快速城镇化过程中,库区空间面临着新一轮的调整。文章分析了三峡库区地形地貌复杂、生态环境脆弱和库区城镇空间拓展缺乏针对性等现状,提出构建库区城镇空间管制规划方法,综合"用地生态敏感性评价"和"用地建设适宜性评价"两种方式进行了叠加分析;并以重庆市长寿区城乡总体规划空间管制规划实践案例进行实证分析,探讨该方法的运用过程和结果。该方法为库区城镇空间可持续发展起到了积极意义。
The Three Gorges project has greatly changed the original topography, the hydrological conditions and the pattern of urban space of the Three Gorges Area. In the rapid urbanization, the urban space of reservoir area is face with a new round of adjustment. This paper analyzed the current problems existing in the Three Gorges Reservoir Area, such as complex topography, fragile ecological environment, and lack of specificity in the space expansion of the reservoir area. Combined with the land ecological sensitivity evaluation and construction land suitability evaluation, it proposed the urban spatial governance planning methods. Then, it conducted empirical study on overall urban spatial governance planning methods in Changshou District by applying this method, and explored the application process and results of this method. This method would play a positive role in promoting the sustainable development of urban space in the reservoir area.
