我国人口与计划生育统计制度运行现状调研

A Survey on China's Present Population/Family Planning Statistics System

采用访谈和文献归纳的方法,对山西、黑龙江、甘肃、重庆、江苏、河北省12个县(市、区)的人口与计划生育统计工作进行了考察。调研发现:人口统计工作在统计指标、统计方法、数据质量、数据应用、人员配备、目标管理责任制、工作保障方面存在问题。其原因在于认识不足、重视不够,对统计工作与信息化关系认识不清,缺乏法律保障,经费投入不足等。据此提出了制定法律法规、强化地位,健全机制、调整指标,统一规划信息化,加强目标管理责任制等政策建议。

A survey was conducted, by means of interviews and analysis/synthesis of the related literature, in 12 counties （cities, districts） in the provinces of Shanxi, Heilongjiang, Gansu, Chongqing, Jiangsu and Hebei, in- tending to investigate the status quo of population and family planning statistics system. The researchers have found problems in the current statistical indicators, statistical methods, data quality, data applications, person- nel allocation, responsibility system for management by objectives, and job security, which are caused by inade- quate awareness, not enough attention, vague understanding of the relationship between statistical work and in- formationization, lack of legal protection, insufficient fund input, etc. Suggestions are hence pm forward here： formulating the relevant laws and regulations, emphasizing its status, perfecting the mechanism, adjusting inde- xes, unifying the plan for information, and ~trt^n~h,~n;n,~ th~ Mien ：L：I.＇
