Understanding and learning the development and the changes of the urban planning theory is a important way to promote the progress of it. This article reviews the initiative period（ the early feudal society to the third industrial revolution） of the establishment of the ruling class and the development of social productivity, summarize and combining the urban planning theory and practices.
