北京地区R&D投入强度结构及贡献率分析 被引量:5

摘要 R&D投入强度是反映一国(地区)的科技实力、创新能力,乃至经济发展方式的重要指标。《北京市国民经济和社会发展第十二个五年规划纲要》明确要求北京地区R&D/GDP到2015年达5.5%以上。那么,如何确保北京市实现以上目标是一个重要的课题。本文详细分析了北京地区R&D经费投入结构及贡献情况,发现北京地区具有"高政府,低企业"的R&D投入强度贡献特征以及企业贡献率下降趋势,进而提出了提高政府投入的引导作用、增强企业R&D投入强度贡献率、保持国外R&D资金投入优势并扩大其他R&D资金投入等相关政策建议。 Intensity of R&D investment (R&D investment off GDP) not only reflects the scientific and technological strength and inno- vative capacity of a country (region) , but also an important indicator of the mode of economic development. Beijing, as the national science and technology innovation center, its expected target of intensity of R&D investment is about 5.5% according to its 12^th five-year plan. Therefore, how to ensure Beijing to achieve the above goal, is an important issue. Through detailed analysis of the structure and contribution rate of Beijing's R&D investment, the article finds the risk of "high governmental and low enterprises" R&D invest-ment in Beijing. Moreover, the contribution of enterprise R&D decreases. Lastly, we put forward relevant policy implication, such as, government investment should play the role in guide in enterprise R & D investment to improve enterprise R&D investment contribution rate, and take the advantage of maintaining foreign R & D funds.
