续谈福岛核事故中的撤离和隐蔽

A further review on evacuation and sheltering following Fukushima nuclear accident

摘要 东京电力公司（TEPCO）福岛第一核电站事故集以下三个特征于一体：自然灾害（日本观测史上最大规模的地震和海啸）与重大核事故（7级事件）并发，核电站各机组同时发生一个以上事故，整个事故在很长的时间跨度内持续发展。事故处理及公众防护空前复杂、艰巨和漫长。
