After the foundation,the Nanjing national government launched a full-scale disposal of public property activities.The activities were good at increasing revenue, abundanting treasury, strengthening the control of basic political power and establishing power political image. In practice, the most important factors that affecting the ability to obtain effectiveness,were personal accomplishment of staff members in management authority at all levels.
