The article analyzed the main reasons that lead to the congestion in Lanzhou City from an economic point of view, and conducted the cost-benefit analysis on the last-digit traffic restriction policy through taking the social impact as the cost and taking the achie vements in alleviating the traffic congestion made by last-digit traffic restriction as the benefit, it vedfied the effectiveness of last-digit traffic restriction measures, and proposed the su ggestions to solve the traffic congestion in Lar=hou City.
