Risk management of dams: exploitation and thought

对现状水库大坝风险管理中各利益主体间的关系、职责等进行剖析,提出了一个适应当前管理体制的一般性风险管理模式,明确了各主体的主要职责;借助玫瑰图介绍了一个简单的风险管理状态评估方法;在现阶段应强化制度与程序建设、设施完备、人力资源建设,推动政府的风险区划与土地利用政策,降低水库大坝风险。

An examination on relationship and functions between interested parties in risk management of dams at present is carried out. A management model of normal risks that suits to the current management system is presented. The main functions of each parity are clarified. A simple assessment model of risk management is introduced by means of rose diagram. It is suggested to reduce risk associated with dams with measures of strengthening system and procedures, complete equipment, capacity building, policy making of government for risk zoning and land utilization.
