摘要
2011年中央1号文件出台后,水利投入稳定增长机制逐步建立并完善,水利投资规模显著增长,但对照水利发展目标明显存在不足。在分析水利基础设施建设特性和投融资特点的基础上,提出了继续加大政府公共财政投入的途径及充分发挥金融机构作用、广泛吸引社会资本参与等建议。
Since the promulgation of central government 2011 No. 1 document, investment for water project has a remarkable increase with a stabilized mechanism of increasing financial input for water. However, it is still insufficient in order to meet the goal of water development. On the basis of examination of features of water infrastructures and their investment, suggestions are made to increase public input from governments at all levels and financial institutions, and attract more investment from private sector.
