摘要
经过10多年的改革探索,水利部及其直属单位的部门预算改革已经取得了一定的成效。但改革取得的进展仍属于阶段性成果,预算管理等方面还存在一定的问题和不足,需要进一步完善。对水利部门预算管理中的人员素质、项目编制与考评、规范、预算支付、绩效管理等问题进行分析,并针对这些问题提出了进一步完善部门预算的措施和建议。
After more than ten years of reform and exploitation, achievements have been made in the reform of department budgeting in the Ministry of Water Resources and its affiliated institutions. However, the reform only achieved periodical result and problems are existed in budget management that needs further improvement. Issues related to needs of enhancement of personal quality, project compiling and performance evaluation, norms and standards, budget payment, performance and benefit management in budget management of water department are examined. Measures and suggestions for further improvement of department budgeting are raised in order to solve the above mentioned problems.
