摘要
城市化加速时期,城乡空间格局发生巨变,城乡规划面临"重构"。一方面应积极推进产权明晰的农村集体土地制度改革,努力构建体现农村自主地位的乡村治理结构,为乡村规划打下良好基础;另一方面更应重视新的城乡关系下城乡空间发展特征,构建适应新型城乡关系的乡村规划利益共同体,促进城乡互动共赢发展格局的建立。
Urban-rural spatial layout is undergoing profound changes as urbanization accelerates, and urban-rural planning is restructuring as well. On one hand, a clear property right countryside land institution is needed to establish a countryside self-governance structure. On the other hand, a new countryside stakeholder league needs to be set up to promote win-win results for city and countryside development.
