摘要
在市场经济背景下,我国现阶段仍然具有情理社会的主要特征。我国情理社会背景下教育政策执行的情况可以分为合规则型、情理兼顾型、利益照顾型等类型,并表现出一些特征,如人情攻势导致政策执行遭遇隐性困难,公务权力私人化使得政策执行走"变通"路线,政策执行在照顾一部分人的同时也会剥夺另一部分人应得的利益。在情理社会背景下,地方政府应对中央政府教育政策的方式有多种,教育政策执行者是在多方力量的冲突、博弈和妥协中构筑微妙的平衡。在情理社会中,教育政策执行容易走中庸路线,政策执行者会兼顾人情关系,或多或少地执行有关教育政策的精神,从而使政策执行比契约社会复杂。
In the context of market economy in China there still exist some main features of a reasonable society at this stage. Education policy implementation in the context of reasonable society is divided into the following several types: complying with rules, giving attention to both emotion and reason, and taking care of interests, etc. And it also presents some characteristics like encountering implicit difficulties brought about by the attack of human relationship, taking the "flexible route" because of the personalized official rights, depriving some people of their interests while taking care of the interests of other people. In the context of reasonable society, local governments have many ways to respond to the educa- tional policies by the central government and the policy executors build a delicate balance among the conflict, competition and compromise of various forces. And in the context of reasonable society, it is easy to take a moderate line in the implementation of policies and policy executors will tend to take into consideration the human relationship while pursuing the spirit of educational policies more or less, so that policy implementation seems more complex than in a contract society.
