论科学技术与人的自由发展

On the Science & Technology and Human Being's Free Development

文章认为,从客观上按照发展的规律性看问题和研究问题,科学技术发展是个客观过程,是经过从简单而复杂,从初级到高级的渐进、逐步的过程。科学技术的产生和发展,是由人类劳动、生产所决定的,是为人类经济社会发展服务的,归根到底是为人的自由发展服务的。科学技术在发展过程中具有"两面性",要充分认识和驾驭好这"两面性",才能让科学技术发展为人类经济社会发展、为人的自由发展做好服务。文章提出:建设中国特色社会主义现代化强国,就要以为人的自由发展服务为根本目的,推动掌握了主动权的、能为中国自己掌控的科学技术大发展。为此要做好四个方面的工作:一是要从战略上正确认识科学技术发展问题;二是要未雨绸缪,发展属于中国自己掌控的科学技术;三是要制定好科学技术发展的中长期规划和相对短期的、专项的计划;四是要建设好责任心强、实力雄厚的高水平科学技术队伍。

This paper considers that based on the objective laws of development for researching issues, science and technology is the objective process which is a progress from simple to complex and beginner to advance. The emergence and development of science and technology is determined by human labor, production, which is for the human economic and social development and ultimately for the free development of the human. We have to understand the science and technology in the good way, so as to fully make it for the human economic and social development. The paper presents： To develop a modem and powerful socialist country with Chinese characteristics, we have to take the free development of the human as the final target, and to promote our Chinese science and technology development. Therefore, we need to do well in four aspects： First, take correct understanding about the science and technology in strategic way; Second, to develop our Chinese own science and technology; Third, make both long-term planning and the relatively short-term planning for science and technology development; at last, to establish the system of cultivating the talents of science and technology.
