中国新型城镇化建设与高新区土地利用政策审视

The New Urbanization in China and Policies of Land Use in High-tech Zone

土地资源瓶颈是新型城镇化和高新区可持续发展亟待解决的问题。高新区作为新型城镇化的重要推动力量,其土地利用政策调整必须与新型城镇化的要求相互契合。文章认为,高新区在土地利用政策调整中,应坚持统筹区域土地利用规划,城乡规划,高新区土地布局规划、产业发展规划以及生态环保与民生改善规划,在优化高新区土地结构、提高土地利用效率的基础上,同步实现高新区产业转型、生态环保、改善民生的目标。

Land resource is one of the issues that need to be solved in the new urbanization and high-tech zones sustainable development. High-tech zones as an important driving force for new urbanization, its land use policy adjustments must fit with the requirements of the new urbanization. The paper considers that the high-tech zones, in the land use policy adjustments, should adhere to the overall regional land-use planning, urban and rural planning, High-tech Zone land layout planning, industrial development planning, and ecological and environmental protection and the improvement of people＇s quality of planning. On the basis of optimizing land structure and improving land use efficiency, the high-tech zones should realize the goal of tech industrial transformation, ecological environmental protection and improve people＇s livelihood.
