摘要
档案"集中统一"管理原则是新中国成立以来档案管理一以贯之的基本原则,其产生的必要性在于建国初期沿袭的分散管理现状所暴露的弊端与我国档案管理的实际目标严重冲突,而我国集中的政治经济体制以及"国家全部档案"概念的引入为其产生提供了可能性。目前档案管理在有些领域呈现分散趋势,而苏州工商档案管理中心等新的档案管理机构应运而生及其社会管理功能的展示,恰是"集中统一"原则的现实说明并值得我们深思。"集中统一",仍是我国档案管理应该坚守的基本原则。
The principle named ＂concentration and unification＂ of Archives management is the basic principle which has been used from the beginning of our country until now. The historical background brought necessary and sufficient conditions for it The necessary condition was that the dispersion management was not fit for our state goal of archives management. The sufficient conditions were our country＇s concentration of political and economic system and the introduction of the idea of ＂National all archives＂. Nowadays archives management has presented a trend of dispersion because of the change of national economic and society, but what showed by some new archives management center such as Suzhou archives management center of commerce proves it should be insisted as our archives management＇s basic principle.
